BOARD AND BOARD COMMITTEE MANDATES
MANDATE STATEMENT FOR THE CALGARY PUBLIC LIBRARY BOARD
The Calgary Public Library Board (Board) is appointed by The City of Calgary, and is governed by the
Alberta Libraries Act, the Alberta Libraries Regulation, the City of Calgary Bylaws, and other
relevant legislation. The Board has the authority for full management and control of the Calgary
Public Library, and assumes with that authority, the duty to develop policies related to the
framework, governance, and operation of the Library.
Policy development:
- Determining and adopting written policies to govern the operations and programs of the Calgary Public Library.
Planning:
- Identifying Library needs and approving appropriate plans to ensure that services are responsive to changing circumstances and accessible to all, and that community needs are met in the most appropriate and cost-effective manner.
Advocacy:
- Ensuring that the important and essential role of the Library in the community is communicated clearly, and that its value and contribution are appreciated and understood by all key stakeholders.· Understanding legislation that impacts Library operations and taking a role in initiating and supporting legislative change to advance service goals in cooperation with other organizations.

Funding:
- Developing and recommending to City Council required operating and capital budgets and forecasts.· Seeking other types of funding to diversify the Library’s funding base and support ongoing service enhancement.

Reporting:
- Ensuring that accurate public records are maintained and submitted as required.
- Reporting regularly to government officials and the general public.
Promotion:
- Active and ongoing promotion of Library services in the community.
MANDATE STATEMENT FOR THE SERVICES AND FACILITIES COMMITTEE OF THE CALGARY PUBLIC LIBRARY BOARD
The Services & Facilities Committee reviews, provides guidance and advises the Board on matters
related to library services, collections and digital electronic resources, information technology,
and the construction, maintenance, and ongoing renewal of library facilities.
The role and responsibilities of the Services & Facilities Committee include, but are not limited to, the following:
- Ensuring that library services and programs are responsive to customer and community needs
- Overseeing the management of library collections and digital resources, including materials selection and technology infrastructure
- Facility planning, renewal and sustainability
- Facilities management matters, including environmental and safety considerations, and emergency preparedness.
MANDATE STATEMENT FOR THE FINANCE AND PERSONNEL COMMITTEE OF THE CALGARY PUBLIC LIBRARY BOARD
The Finance and Personnel Committee reviews, provides guidance and advises the Board on matters
related to the Library’s finance and human resources functions.
The role and responsibilities of the Finance and Personnel Committee include, but are not limited to, the following:
- Reviewing, providing guidance and advising the Board with respect to the Library’s operating and capital budget requests and long-term financial forecasts
- Ensuring that appropriate financial control and reporting systems are in place
- Monitoring expenditures and revenues through monthly financial statements and year-end forecasts
- Overseeing the annual audit process and any special audit studies
- Human resource planning and management.
